Every mainline Grand Theft Auto since the PS2 era has shipped with cheat codes, and there is no sign that Vice City's return breaks the tradition. What changes each generation is how the codes are entered and what they are allowed to touch.

In GTA V, cheats were split across three input methods: a D-pad button sequence, an in-game phone number, and console commands on PC. Cheats disabled achievements for the session and could not be used in Online. Expect a similar split, with the phone taking a bigger role now that the in-game device is central to the UI.
